HON Rigathi Gachagua speak about county allocation money formula ๐Ÿ™†

The Third Basis Revenue Sharing Formula proposed by the Commission on Revenue Allocation and now before the Senate is a very good proposal that must be supported by all. It will address the marginalisation of densely populated areas. 
Nyeri County, and indeed the Mt. Kenya region, have gotten a raw deal in matters resource allocation considering our population size and contribution to the GDP. 
Resources must of necessity follow people because resources are about people. 
I therefore call upon our senators to vote for this formula tommorow in support of economic emancipation of our people. 
When this is done, we must initiate a fair sharing formula for the National Government Constituency Development Fund (NG-CDF). 
In sharing of this fund all constituencies are given equal share irrespective of population size. Mathira Constituency with 75 public primary schools and 41 public secondary schools receive the same amount as with a constituency with 12 public primary schools and 4 public secondary schools. 
This is the height of unfairness and marginalisation of areas that are densely populated. 
I have all along advocated for one man, one vote, one shilling and if that is what the BBI will propose in addition to guaranteed minimum return for our crops, I will support it 100%. Tomorrow's vote at the Senate is historical and will define our economic healing or otherwise. 
I urge my friend Senator Irungu Kangata to stop whining and put more effort in getting the required numbers. 
If he could get over 50 Senators to impeach Senator Kithure Kindiki, he should, without breaking a sweat, get 24 Senators to allocate resources for our people.
 Though I am not in the Senate we are in our own small way talking to our friends in the Senate who have assured us of support.
