In recent few days, the attention of the country has been captured by the standoff over the sharing of revenue among county governments. Five times, the Senate has failed to adopt its own amendments to the third basis formula for sharing revenue from the Commission for Revenue Allocation. This stand-off is causing paralysis and mistrust at a time the country needs to be united and singularly focused on tackling the grave pandemic currently threatening the lives and livelihoods of our people. It has also  taken a dangerous ethnic undertone instead of being a level-headed debate on the nation's development trajectory.  The revenue sharing formula that the Senate has deadlocked over is a  variation of what was recommended by the Commission for Revenue Allocation (CRA), the body mandated under Article 216 (1) of the Constitution of Kenya, to come up with a formula. The Third Basis Revenue Sharing Formula proposed by the Commission on Revenue Allocation and now before the Senate is a very good proposal that must be supported by all. It will address the marginalisation of densely populated areas.  Nyeri County, and indeed the Mt. Kenya region, have gotten a raw deal in matters resource allocation considering our population size and contribution to the GDP.  Resources must of necessity follow people because resources are about people.  I therefore call upon our senators to vote for this formula tommorow in support of economic emancipation of our people.  When this is done, we must initiate a fair sharing formula for the National Government Constituency Development Fund (NG-CDF).  In sharing of this fund all constituencies are given equal share irrespective of population size. * ONESIMUS KIPCHUMBA MURKOMEN*  As the Majority Leader I did my best to ensure Jubilee agenda succeeds in the Senate.I also rendered my honest advice to the President and the Party on what I thought was best for the country.We were removed unprocedurally to pave way for “President’s trusted handshake men”.  Now I hear Sen.Kang’ata saying success of 3rd genaration formula for the Allocation of revenue will only be achieved if Murkomen takes the lead.I am but a loyal backbencher ready to be led.I am waiting for our Party PG to meet and give us instructions. So far I am listening to both sides.  I am actually  surprised that on such a very important issue as County Allocation of Revenue Formula the President has not convened Jubilee Party PG to give the members clear direction. It is increasingly becoming clear that Party PG is only useful in enforcing “loyalty” (whatever that means) and not being used to serve the interest of poor Kenyans who are struggling to earn a living.
